Climate Change Threatens the Global Flower Trade From Kenya to the Netherlands

Flowers are grown on nearly every continent, but the $100 billion-plus international cut-flower trade depends on a narrow set of geographic sweet spots. East Africa’s high-altitude sunshine, South America’s equatorial stability, and the Netherlands’ auction infrastructure have long given each region a distinct advantage. Climate change is now unraveling those advantages in different ways, forcing producers to invest heavily in resilience or risk losing their place in the supply chain.

East Africa: Water Becomes the Critical Risk

Kenya, the world’s fourth-largest cut-flower exporter and supplier of roughly one-third of all roses sold in the European Union, centers its industry on Lake Naivasha. The lake’s high altitude, intense sunshine, and reliable water made year-round rose production possible for decades. That water is now the sector’s biggest vulnerability. Recurring East African droughts have intensified competition among flower farms, fishing communities, and food growers for shrinking supplies. Falling lake levels, combined with pesticide runoff, have added environmental strain. Industry analysts now describe secure water access—not land, labor, or logistics—as the single greatest long-term risk to Kenya’s flower sector.

Ethiopia, a newer player supplying roughly 2% of global cut flowers, faces a similar dynamic. Its floriculture industry supports over 100,000 jobs, mostly for women, but depends on the same combination of high water demand and climate volatility. Both countries are being pushed toward more efficient irrigation and water recycling to protect a major source of foreign revenue.

South America: Supply Chain Disruptions Hit U.S. Consumers

Colombia is the world’s largest cut-flower producer, exporting hundreds of millions of stems annually, primarily to the United States. Farms cluster near Bogotá’s international airport because flowers lose about 15% of their value for every extra day in transit. Any weather-related disruption—whether to harvesting or shipping—ripples through the supply chain. Ecuador has built its reputation on large, high-altitude roses grown in industrial greenhouses, a system that is highly water- and chemical-intensive. Shifting rainfall patterns add strain to already contentious water use, raising concerns about impacts on nearby indigenous and farming communities.

Because Colombia and Ecuador dominate North American flower supply, sustained climate disruption in the Andes disproportionately affects U.S. prices and availability, especially around Valentine’s Day and Mother’s Day, when supply chains run with almost no slack.

The Netherlands: Energy, Not Water, Is the Challenge

The Netherlands remains the epicenter of global flower trade—the world’s largest exporter and the re-export hub for African blooms reaching Europe. Its climate challenge is not water but energy. Greenhouse-based production relies on heating and supplemental lighting powered largely by fossil fuels, making Dutch-grown flowers surprisingly carbon-intensive. Studies show roses from Dutch greenhouses can generate several times the emissions of outdoor-grown Kenyan roses, even after accounting for air freight. As climate policy and energy costs rise, Dutch growers are investing in geothermal energy, efficient glazing, and renewable power—changes driven as much by economics as by direct weather disruption.

United Kingdom and United States: Import Reliance and Local Resurgence

Britain imports about 90% of its £2.2 billion cut-flower market, leaving it heavily exposed to supply chain disruptions from Kenya to the Netherlands. A recent Nuffield Farming scholarship report found that UK growers have focused on cutting carbon emissions but given little attention to building resilience against domestic extreme heat, flooding, and drought. Climate-related supply chain risk abroad has fueled interest in home-grown flowers, though domestic blooms still represent a small fraction of sales.

In the United States, flower farms concentrated in California face worsening drought and water restrictions, raising production costs even as demand holds. Because the U.S. imports most of its cut flowers from Colombia and Ecuador, American consumers are indirectly exposed to Andean climate pressures. A modest resurgence in domestic flower farming, often smaller-scale and direct-to-consumer, is partly framed around reducing reliance on that vulnerable import chain.

Southern Europe: Water Competition Intensifies

Growers in southern Spain and Portugal, some of Europe’s driest regions, are caught in the same water-stress dynamics reshaping other water-intensive crops. As droughts become more frequent, flower and ornamental plant production competes directly with traditional rain-fed agriculture for increasingly scarce resources.

A Common Thread: Stability Can No Longer Be Taken for Granted

Despite vastly different climates, economies, and crops, flower-growing regions worldwide are converging on the same set of pressures: water scarcity, unpredictable growing seasons, rising pest and disease pressure, and the high cost of protecting a perishable, low-margin product against volatile weather. What differs by region is which pressure dominates—water in East Africa and the Andes, energy in the Netherlands, drought in California and southern Europe. The underlying story is the same: an industry built around exploiting stable, predictable climates must now adapt to a world where that stability is no longer guaranteed. The next step for growers, importers, and consumers alike is to rethink the entire supply chain—from seed to stem to vase.
